The Charm School by Nelson Demille. I've always had a soft spot for spy novels and this is a great one. Demille is an excellent writer - he tends to get a little full of himself when writing about his alter ego, John Corey, but even those books are a ton of fun.

The Charm School also features another notable villain in Colonel Burov - maybe I also have a soft spot for villains?
